Handle for a file, missing the clamp part.
I don't know what it is for sure, but I do think it is missing some parts.
It doesn't look like any stove lid lifter I ever saw.

It is a file handle missing the clamp, not a guess as I have one.
File handle, NOT a ring lifter for a wood cookstove (or any cookstove). It is missing the 'clamp' part but one could be 'fashioned' as described. These are still available new, if you care to search.
